A monthly income number is not enough to tell you what Marketplace help you qualify for. We need to know which year the income belongs to, who is in your tax household and whether the figure is wages, business revenue or net income.

This matters for clients whose earnings change during the year. A contractor may have a slow winter and a busy summer. A family may lose a job and then start another one. The Marketplace estimate needs to describe the whole coverage year, not just whichever month makes the application look most favorable.

The poverty guideline chart used for 2027 coverage

Marketplace savings for a coverage year use the poverty guidelines from the year before. So 2027 coverage uses the 2026 guidelines, which HHS published on January 15, 2026. Your application still asks for the income you expect in 2027.

The table uses the 2026 HHS poverty guidelines (Federal Register) for the 48 contiguous states and DC, which include Florida. We calculated the 250% and 400% columns from the official 100% figures. These are yearly income amounts, not premiums.

Household size100%250% (cost-sharing reductions)400% (premium tax credit)
1$15,960$39,900$63,840
2$21,640$54,100$86,560
3$27,320$68,300$109,280
4$33,000$82,500$132,000
5$38,680$96,700$154,720
6$44,360$110,900$177,440

For bigger households, the 100% amount is $50,040 for seven people and $55,720 for eight. Add $5,680 for each person over eight.

What the 100% column means. It is the usual floor for the premium tax credit. Below it, most adults in Florida can’t get Marketplace savings (see the Medicaid section below).

What the 250% column means. It is the top of the range for cost-sharing reductions. If your income is between 100% and 250% of the poverty level and you pick a Silver plan, you may get a version of that plan with a lower deductible, lower copays and a lower out-of-pocket maximum. Above 250%, you may still get the premium tax credit, but not this extra help. CMS uses the same 100% and 250% lines in its guidance on hardship exemptions.

What the 400% column means. It is the top of the range for the premium tax credit again, starting with 2026. For 2021 through 2025, Congress removed that cap. That expansion has ended, and HealthCare.gov: federal poverty level now lists 100% to 400% of the poverty level for the tax credit.

Buying 2026 coverage now? If you are enrolling for the rest of 2026 (for example, after a move or a job loss), the Marketplace uses the 2025 guidelines instead: $15,650 for one person, $21,150 for two, $26,650 for three and $32,150 for four at 100%. Medicaid and CHIP use the current year’s guidelines.

Income alone does not decide eligibility: other coverage, tax filing status and immigration status also matter. Count your tax household correctly, including members who don’t need Marketplace insurance. We update this page when the new figures are published.

What counts as income (MAGI)

Marketplace income is modified adjusted gross income, commonly called MAGI. It starts with adjusted gross income and adds specified items such as tax-exempt interest, nontaxable Social Security benefits and excluded foreign income. It is not simply take-home pay or the amount left after personal bills.

Common included income can be wages, net self-employment income, unemployment compensation, taxable retirement distributions and applicable investment or rental income. Supplemental Security Income, child support and gifts are examples of items that generally are not counted. The official income checklist is a better reference than assuming every deposit is income.

A dependent's income is not always included in household income; whether that person is required to file a tax return can matter. Married filing separately generally creates a problem for premium-tax-credit eligibility, with limited exceptions. Unusual household or tax arrangements need a tax professional's input before we enter an estimate.

We can help organize the insurance application. Your tax professional should determine how a business distribution is treated and who qualifies as your tax dependent.

Income too low: Florida Medicaid and the coverage gap

Florida has not adopted the ACA Medicaid expansion. In 2024, HHS listed Florida among the 10 states without it (HHS report on Medicaid expansion). So Florida Medicaid does not cover every adult under 138% of the poverty level. Adults usually need to fit a group: parents or caretaker relatives with a minor child at home, pregnant women, former foster youth, or people who are aged or have a disability.

Even for parents, the limit is low. The Florida DCF Medicaid income limits (April 2026) allow $478 a month for a parent or caretaker in a household of two. An adult without children and without a disability generally does not qualify for Florida Medicaid on income alone.

That creates the coverage gap. HealthCare.gov: Medicaid expansion and you explains that if your state hasn’t expanded Medicaid, your income is below the poverty level and you don’t qualify for Medicaid under state rules, you won’t qualify for either savings program. You can still buy a Marketplace plan, but without the tax credit.

Covered by Guzman does not complete general Medicaid or Florida KidCare applications. Use Florida's Department of Children and Families and Florida KidCare for those programs. For primary care while you sort out options, HRSA's health-center locator can help you find community clinics; a clinic is not an insurance policy.

Don’t report income you don’t reasonably expect to earn just to reach a subsidy threshold. Keep the estimate honest and write down how you arrived at it.

Income too high: what happens without the enhanced credits

The temporary enhanced premium tax credits available for 2021 through 2025 have ended under current law. The regular credit generally has the 400% FPL upper boundary. Someone above that boundary may still buy a Marketplace plan but ordinarily does not qualify for the regular premium tax credit.

For tax years after 2025, the IRS says there is no repayment cap on excess advance premium tax credits. If your allowable credit is lower than the amount already advanced, the excess is added to your tax liability. See the IRS questions and answers.

If your income rises, you may need to adjust the advance credit and plan for a different monthly payment, but the policy does not automatically have to end. Discuss tax consequences with your preparer rather than canceling coverage without another plan in place.

Estimating income if you are self-employed or paid in cash

For self-employment, start with expected business income after allowable business expenses, then account for the rest of the tax household's included income. Gross sales, owner's draws and net taxable business income are not interchangeable.

Useful records include a current profit-and-loss statement, income and expense records, recent tax information, invoices, contracts and a reasonable projection of the remaining year. Cash payments still need to be recorded and reported when they are income.

One practical approach is to separate what has already been earned from what you reasonably expect for the remaining months. Revisit the estimate when a major contract starts or ends. Do not multiply one unusually busy week by the full year, and do not use last year's tax return without adjusting for known changes.

HealthCare.gov's self-employed guide explains the insurance side. A tax professional can help distinguish business expenses, taxable distributions and deductions before the estimate reaches the application.

Not sure what to report? We help you estimate it

Tell us how the household earns money and what you expect to change. We can identify the information the application asks for, help organize it and explain an eligibility notice. You should review the amounts and household members before submission and keep copies of the documents you approve.

If the Marketplace requests proof, the notice will identify the issue, acceptable evidence and deadline.

Frequently Asked Questions

What is the income limit for Marketplace insurance in 2027?

There is no income limit for buying a Marketplace plan. The premium tax credit, though, is generally for incomes from 100% to 400% of the poverty level again, starting with 2026. For a one-person household buying 2027 coverage, 400% is $63,840; your final credit depends on your actual income and household for the year.

What is the minimum income for Obamacare in Florida?

The usual floor for the premium tax credit is 100% of the poverty level. For one person buying 2027 coverage, that is $15,960 (from the 2026 guidelines); for 2026 coverage it is $15,650 (from the 2025 guidelines). Anyone can buy a plan, but don't report that amount unless it matches a reasonable income estimate.

Does Florida have a coverage gap?

Yes. Because Florida has not expanded Medicaid, some adults have income below the tax-credit floor but don't fit a Florida Medicaid group, so they can't get either kind of help. Children, pregnant women and people with a disability have their own rules, and the state program decides eligibility.

What counts as income for Obamacare?

Marketplace MAGI generally includes wages, net self-employment income and certain retirement, unemployment, Social Security and investment income. Gifts, child support and SSI generally are not included. Use the official income list and obtain tax advice for unusual transactions.

How do I estimate income if I’m self-employed?

Use expected net business income, not just sales or bank deposits, plus other included household income. Start with current records, project the remaining year and update the estimate when your business changes. Keep supporting records and review the tax treatment with your preparer.

What if my income changes during the year?

Report the change through the Marketplace application promptly. It can change your advance credit and monthly payment. Updating the estimate helps reduce a mismatch at tax time, but the final credit still depends on the actual tax-year facts.

Do Social Security benefits count as income?

Marketplace MAGI generally includes taxable and nontaxable Social Security benefits. Supplemental Security Income, or SSI, is different and generally is not included. Confirm which benefit you receive rather than grouping them together.

Does household size change the limit?

Yes. Federal poverty guideline amounts increase with household size. Count the applicable tax household, not only people applying for insurance and not automatically everyone living at the address. A larger household does not remove the other eligibility requirements.
